Black ops could be simply missions into kat territory that do things that are non-kosher like use of biological weapons. Might also use secret new technologies and tactics, like using long range tractor beams on planets and bases to sling shot around them. Going in one direction through several jumps then turning around back and forth to confuse the enemy, finally to take a third path towards a target that the kats think is totally unknown to the confeds. One such target could be a planet in Hari territory where Monkhouse is kept prisoner, rescuing him and destroying the planet. Here's a post about such an operation:

How about this: Monkhouse is never said to have died, and we could have him been kidnapped by the kats, taken to the East to investigate some artifacts they believe may be Steltek. YES! Okay, the kats discover some Steltek relics in a very Eastern system, which they think may contain the secret for how to power up the gun. They already were holding Monkhouse prisoner, alive for the value of his knowledge of the Steltek and their alphabet. So they grab him out of confinement and take him to that far away system, to study the relics, and excavate some more. In his excavations, he finds a map of the Hari, and he hides it somewhere.

Meanwhile, your stint with the Confed Black Ops takes you deep into kat territory on a carrier. It's apparently a suicide mission, ostensibly to steal stealth technology from the kats. But after some time the true nature of the mission comes to light: The location of Monkhouse was revealed by a Kilrathi Renegade spy, and this is a mission to rescue him.

Once you rescue Monkhouse, from Hari1(1), he has info:

  • a) The kats can't get even half as much power as the non-powered-up Steltek gun yet, from the copies that they make
  • b) The retros aren't doing any better
  • c) The kats are pretending to cooperate with the retros in R&D but have no intention of sharing their success if they achieve it first
  • d) There's an unguarded or lightly guarded shipyard hidden in an asteroid field two jumps away, which the kat ship that brought him to Hari docked with, and which the carrier could dock with to steal fuel and, who knows?, maybe find a cloaking device... But it's in the direction of Kilrah...

So, no problemo, says the captain, we go straight towards Kilrah system, make them believe we are coming to attack their home system, then take a different route.

This should happen around 2669.240, when Angel is planting refueling buoys around Kilrah that will allow Blair to deliver the Temblor bomb. Our maneuver will distract the kats while she does that.

So the carrier fleet jumps to Kur'u'khag(9), refuels at Kur'u'khag(10) (just one jump from Kilrah) but finds no stealth device, so it then destroys the shipyard and jumps South to Jubara, then North-Easth to Gmarktu, then Kur'u'khag(3), and finally a long jump back in Confed territory: to Niven in Isaac, and 3 more jumps to Sol, where Monkhouse gets off. But just before getting off, he's at the bar on the carrier and he has something for you that he found: A Hari map. He'll give it to you on condition that you explore a system for him there which he believes was a former Steltek colony, from some maps he found but never revealed to the kats.

Anyways, the Hari map shows many systems and jumps the kats haven't explored yet, including long jumps to unexplored regions near Terran space. And this gives you the ability to make incursions into katland's rear end, which they think is safe, and eventually steal stealth technology from them.
