Level 9 Reactor Upgrade

The paperwork for aquiring L-12 upgrades, is easy at the moment. But, because all reactors above Level 11 signal dangerous power, treaties will probably be signed to limit whose hands these upgrades get into. They use an advanced computer interface to run at optimum efficiency.
