The Aera don't really have a civilian sector. All Aera resources are controlled by the state, and ruled over by the Oligarchy. The Aera do, however differentiate between combatant and non-combatant forces, and the Merchant Marine, while armed, are designed to transport goods through dangerous space rather than conquer said space.
